Annual Return

Each year, local councils in Wales are required to complete an Annual Return, summarising their financial position at the completion of the financial year. This report and the accompanying statement of accounts are subject to internal and external audit.

Each year the annual accounts are audited by the Auditor General for Wales. Prior to this date, any interested person has the opportunity to inspect and make copies of the accounts and all books, deeds, contracts, bills, vouchers and receipts etc relating to them for 20 working days on reasonable notice. Corporate Plan

Our Corporate Plan summarises the main aspirations of the Council for the current term of office and outline how we plan to achieve these.

The Corporate Plan for 2022-2027 will be published once the Council has adopted the Bay of Colwyn Place Plan, as this will inform the vision and objectives for the term ahead.

The Biodiversity and Resilience of Ecosystems Duty Report

Town and Community Councils are subject to the biodiversity and ecosystems resilience duty under the Environment (Wales) Act 2016. Under section 6(7) of the Environment (Wales) Act 2016 all public authorities must, before the end of 2019 and before the end of every third year after 2019, publish a report on what they have done to comply with the s6 duty. The s6 report will provide transparency and accountability for the public authority’s response to its s6 duty, and could also act as a useful communication tool for stakeholders, the community and business groups. It will also provide the basis for each public authority to review their s6 action, and the collective reports across Wales will form the basis for a Wales wide evaluation of the operation of the s6 duty.
